At first I thought it would make sense to simply increase the priority of GNOME configuration, but then we'd still have the exact same problem for environment variables vs. libproxy. Could prefer libproxy and use the environment variable configuration only when built with libproxy support disabled, but the goal should be to use libproxy only when required (i.e. when the user did not set proxy environment variables) and avoid it otherwise. But if the environment variables are set by the terminal, then we have no way to know whether we need libproxy.
This needs more thought. issue is while you add a app in dock then drop them in new page and you will see dock app is still there and now you can drag and drop again and again and it will make multiple shortcuts of the same app

### Description of the bug
After opening an to images via the UI, and closing their displays, one of the image (the last closed) is still open in Gimp, without any associated display.
### Reproduction

Reproduction steps:
1. Open first image
2. Open second image
3. Close first image
4. Close second image, you are back at the "empty image" window with Wilber's head
5. Open the Image list dockable dialog

Expected result: the Image list is empty
Actual result: there is still an image in the list. Using Gimp.list_images() in the python console confirms this. Layers of the ilage can still be acted upon in the layers list.

### Additional information
Further investigation: the problem also shows with a a single image: start Gimp, load image, close view, and the image is still in Gimp.
In the Image list you can add a new view (which is the ".1" one, so there has never been an invisible view on that image), and if you close it, you are back to the lingering image with no view.
Trying to delete the image in the Images list yields a critical error:

1. open the built-in screen recorder by pressing printscreen key
2. record your screen for a few seconds
3. stop the screen recording
4. click on the notification to open the recorded video

This was not an issue on Manjaro with an ext4 filesystem, maybe it has to do with fedora using btrfs?
Baobab acts very similarly, with the gross estimate screen being accurate (like the pie chart at the bottom of this page) but the detailed breakdown also not showing properly, probably same cause?
