Fixed for me with Mutter 43.3.
In 3.32, pressing Ctrl+Alt+Tab would allow tabbing through the elements of the top bar. In 3.34, the dialog window still appears when pressing Ctrl+Alt+Tab, but focus is no longer shifted to the top bar when windows are present in the current workspace. Tabbing through the top bar works when the current workspace has no windows (or the windows are hidden).
Ctrl+Alt+Tab works as expected in a Wayland session.
I'm not sure what changed and where, but this issue was resolved for me when I checked today.

I have a feeling this may be related to #749 (closed). Try #749 (comment 1309342).
This sounds like it could be related to #733 (closed), especially since the merge request from that issue isn't included in GDM 41.0.
Late reply, but the application grid needs to first be focused (with Ctrl+Alt+Tab and by selecting Applications from the OSD) before the arrow keys can be used for navigation.

The text on the button used to confirm, e.g., the creation of a new calendar (in the "New Calendar" window) now reads "OK" instead of "Apply", but the help pages for add/using various calendars still use "Apply". The same applies to windows and help pages for adding/using various address books and task/memo lists.
Change instances of "Apply" to "OK" for help pages that link to the following help pages:

contacts-using-several-addressbooks
tasks-using-several-tasklists
