Yes, this is correct - snooze not from now, but from the event start (1 min before). And actually I believe it has more logic for the end user to operate with event start time, instead of notification/current time. This is very useful when you have many things to do and you have overload with information. Google calendar do this by default.
It would be very useful to have possibilities to snooze the event to 1 minute before event start.
Actually Design Team have concept for this in experiments

This is very complex and interesting topic I had never imagined before. I just saw it from user perspective - just to see and close most power consuming app. But such things could be used for OS performance optimization, developing and profiling power optimized apps. Maybe this could be important in context of environment friendly computing.
