Create a first generator to generate pot and po files, compatible with
check to ensure generated assets are ok.
po files are generated in po/. pot file is created temporarly.
Adding a new locale is possible via i18n.yaml list, which holds the
locale definition, domain and glob patterns for files to includes.
Note that we ignore various timestamp lines during integrity check.
