Support for adding feeds from local files (file:// url and paths)

It would be nice if Feeds would try to extract self-links from locally stored rss-documents, and allow the user to add it as a feed.
I have made a quick implementation for how this can be done here: https://github.com/peterbb/gfeeds/tree/read_selflink_from_file. See commit here https://github.com/peterbb/gfeeds/commit/1b0eba098ea981f7ca7724d4f523e046312723eb.
This means that when I click on an RSS link in Firefox, it will fire up Feeds and ask me if I want to add it to my feeds. Similarly if you run gfeed
from the commandline, you can pass it a path (relative or absolute) or a file://
url, and it will look for a self-link.
(I tried to submit it as a patch through the e-mail merge request feature of gitlab, but it was rejected. I could not see any way to fork the repo here either.)
