Add markdown popover

Christopher Davis requested to merge BrainBlasted/fractal:markdown_tooltip into master

This is for #193 (closed). Right now there are a few issues:

  • Icons become blurry when switching
  • Need to implement dimming of tutorial text
  • Proper spacing between GtkSwitch and "Markdown" label
