property-row: Allow the popover contents to be read by Orca

𝅳Automeris naranja requested to merge automerisnaranja/elastic:property-row-a11y-improvement into main

The GtkLabel inside the popver needs to be selectable so Orca can read it. However, this would mean that the label would be selected upon opening the popover, which can could the text legibility. Add a workaround to circumvent this.
