appdata: Add rdns developer ID and name

A developer tag with a name child tag must be present. Only one developer tag is allowed and the name tag also must be present only once in untranslated form.

If there’s a type="desktop-id" launchable, they are pulled from the desktop file and merged in the AppStream Catalog data. So defining them seperately in the MetaInfo is not necessary."
