[Rubber band] stays when mouse stops at hovered Dash-App Icon's area

📜 Description of the Issue
You can see that I'm using Dash to Panel gnome extension,
but the same can be reproduced in the original Ubuntu/Gnome Dash
Steps to reproduce:
- Start rubber band selection by holding-down left mouse button
- Make sure that rubber band selection reach any of the Dash app's area
- Release the left click while hovering over Dash app's area
- See that rubber band stays, until you move your mouse again.
