Allow empty passwords in system prompt

Closed Administrator requested to merge allow-blank-passwords into main

The user might choose to leave the gnome-keyring password empty, which isn't possible currently.

This patch makes sure the confirmation button is always enabled so that the user gets this choice (not sure what's your policy about this).
