Add DBus interface to control log levels

This brings us up to par with phoc in that regard, eases run time debugging and will make expanding !1815 (merged) easier as we can toggle specific domains on and off and add introspection bits when needed. It also allows us to drop our custom log handler and should help toggling such things in e.g. phrog where a restart might destroy valuable state.
