app-grid: Allow setting height of app grid with env var.

Setting request height on the app grid allows the size of the running app carousel to be shrunk. This change leaves the default layout in place but introduces the PHOSH_APP_GRID_HEIGHT env var that can be set by the user to enlarge the app grid / shrink the running app carousel
