notify-feedback: Emit proper feedback when device is blanked/locked

So far we only picked the *-missed-* events and relied on the app to submit proper feedback. That isn't very reasonable though (as e.g. the app doesn't know if notifications are disabled) so emit feedback for all notifications with reasonable categories.
