build: Version the library name instead of the soname

Now with a real consumer (phrog) let's rather version the API and use a fixed soname. This unconfuses some packaging tools and also avoids file conflicts between different API versions. Add the shared lib to packaging while at that, we have a build profile to disable it for quick local builds.
