Allow to install headers and shared object for Rust bindings

This allows https://gitlab.gnome.org/guidog/libphosh-rs to do it's work.

Draft as we want !1430 (merged) first.

  • Trigger build of phosh-rs for commits on main (except those that only touch po/)
