Draft: Allow to enable/disable hotspot mode

This MR adds support to enable and disable Wi-Fi hotspot. We add:

  1. A Turn Off button in Wi-Fi status page when hotspot is active.
  2. A hotspot quick-setting.

TODO:

  • Allow to create new hotspot connection if none exists.
  • Improve the quick setting (show SSID, loading etc.)

Closes #1024.
