Draft: Zoom in app launch splash
While !1253 (merged) looked at improving the splash's tail this looks at improving the head by zooming out from the interaction point. We also only show the spinner after animation finished. The actual animation is twice as fast as in the video:

This is basically just came about when looking at something unrelated. We want to drive that compositor side at some point to work out some interaction issues with between splash, overview and other running apps (so we also don't need to force close the overview) but this could help in the interim.
