Allow to organize additional quick settings

We create a new MsPluginListBox widget to manage the plugins based on what's on the lock screen.

I'll mark as darft as I fumbled that together rather quickly

  • need to look at styling
  • want to move the lock screen page to the new widget too
  • need to fix CI (as we need a newer phosh in there)

I'll select a milestone nevertheless as I'd rather have the ability to manage those via UI in the next release
