Unbreak damage tracking debugging

Like the touch point debugging this was broken since some time. Fix it by calculating the needed damage before setting the output state and clean up the rendering while at that.

This will be useful for ironing out some remaining issues with the wlroots 0.18.x transition.

Fixes the PHOC_DEBUG=damage-tracking debug option.
