Use idle-notify-v1 for idle notification too

Marking as draft since

• it needs proper testing
• we want to hook this into idle-inhibit via wlr_idle_notifier_v1_set_inhibited. This could technically be a follow up as we don't call wlr_idle_set_enabled either atm (#340).
