hebbot: Add Smile

Smile is an emoji picker, with support for custom tags and localization. It has two componentes:

  1. An app, that can be installed from Flathub, for selecting the emoji
  2. An (optional) extension, that can be installed from EGO, for automatically pasting the emoji selected in the app

Since the app is the core of the project, I put it under "Third Party Projects" instead of "Shell Extensions". Also, I'm not the author of the project (that would be mijorus), just a contributor.
