String freeze exception request, gnome-initial-setup

Rationale

Initial Setup 47 includes the ability to set what is currently termed a “password reminder” for the newly-created account. This is based on a patch (and terminology) carried in Endless OS for many years, and uses existing functionality of AccountsService.

The functionality is hidden by setting the :visible property of the elements in the .ui file, because without a corresponding change to GNOME Shell the reminder will not actually be shown.

@afranke pointed out that the more widely-used term is “password hint”. So for 47.1 I would like to change two strings accordingly.

These strings are not shown to the user unless the distributor patches Initial Setup, so if a translator is not able to update the translation before 47.1 there will be no user-visible impact.
