[Review] Loupe

There has been great progress with Loupe, the image viewer that will replace eog*. https://gitlab.gnome.org/BrainBlasted/loupe/

Considering we follow a schedule for announcing app removals/replacements, shall we start this process now aiming at GNOME 45?

Consider also if it's worth moving Loupe to the status of "incubation".
