Procedural objection to May 2022 bylaws-change referendum/vote
I believe that the procedure used in this (May 2022) bylaw-change referendum did not follow the requirements set out in the bylaws.
Specifically, Article XVII point 2 (line 1346) states that proposals must be posted to foundation.gnome.org in addition to being sent directly to the membership.
The proposal was not posted there, either at the base URL or on the "news item" section (and its corresponding RSS feed).
People who have followed the discussion on the forum will note that I have been advocating for greater-in-volume and more-frequent communication between the board and the membership, specifically when it regards changes such as this. I believe this procedural problem falls under the same umbrella. Fewer members being aware of the proposal means that fewer members are able to comment, object, and cast their vote, particularly when there is only a limited window of time in which they are permitted to.
