Create Gulp Task to watch changes in the CSS library source and rebuild it on-demand

In continuation to the discussion held on MR 31
Apologies, as MR 31, got closed by mistake, this MR produces the required output and live changes could be seen when npm run watch is running.
@cwunder Please review this at your convenience and I hope this is ready to be merged.
