repository: Creates an issue template for the websites inventory
For each website, we must collect some general information about it and understand the target audience and its goals. We also need to analyze which components can be replicable on other pages (footers, headers, articles, etc). This is an issue template to work on the main GNOME websites inventory using the above information as basement.
