Highlight GUI options of Builder

Rafael Fontenelle requested to merge rafaelff/release-notes:quote-builder-opts into gnome-3-32

This applies curly double quotes around “Build Targets” and “Unit Tests”, to make it clear for the translators and readers that it is GUI label.

Not sure whether using <gui> is preferred in this case for the release notes, but let me know and I'll fix
