Add LINGUAS

Rafael Fontenelle requested to merge rafaelff/release-notes:add-LINGUAS into gnome-3-36

This tells Makefile.am to look for language codes in help/LINGUAS. Using a LINGUAS file should make it possible to add new translation directly via Damned Lies.
