Purchase SWAG for 2017-2018 financial year

This issue is set for the Engagement budget holder to purchase SWAG for this financial year. The SWAG proposed to be purchased is detailed in the Engagement Team 2018 Budget Request sheet.

Since community members have requested new SWAG items to be purchased, in order to feature new projects, we need some new designs. The design of the SWAG will be tracked separately, on this issue: Design new featured projects hex stickers.
