Shell welcome dialog

For the GNOME 40 onboarding, we've settled on a design that shows a welcome dialog in the shell on first run. This needs to be shown as the first session is started for any user (including the first user, as well as additional user accounts).

We have a mockup for what the dialog should look like.

This issue is linked to GNOME/gnome-initial-setup#120 (closed) . If this one doesn't get fixed in time for GNOME 40, the fallback plan is to continue autostarting the tour.
