background: update for 43+

Merged Jakub Steiner requested to merge wip/jimmac/43-wallpapers into main
  • we ship square backgrounds
  • as the background is scaled, the important property is aspect ratio, not resolution.
  • use webp and smaller size for fraction of the filesize we shipped
