data: Add components.yml to track libraries etc

We want a better listing of libraries and language bindings. For that, we need to provide a source from which we can fetch this data. Therefore, we are now tracking a repo URL instead of a homepage. The homepage can now be specified in the repo's .doap-file.

The libs.json will be retired when the new system and page are in place.
