	* includes/wgo-xhtml-init.xhtml: Removed XML declaration in order
	to work around a bug in IE: if an XML declaration is present, IE
	renders the page in quirks mode (old-style HTML) instead of strict
	mode (newer XHTML).  This is an incorrect interpretation of the
	XHTML specs (appendix C) and is exactly the opposite of what one
	would expect.  Rendering in strict mode improves the IE box model
	and will allow us to use CSS in a better way.
