Allow shorter submission path for trusted translators
Description
I totally agree that the current submission workflow is very good for large teams and keeps a certain order and increases quality. We are a small team (I usually work alone and in the past Yosef used to work alone), usually we don't have the time to correct each other's mistakes, we trust eachother and if we are encountering some errors in the process we just mail each other regarding the changes we've done and maybe offer some fundemental corrections to eachother's lingual style.
Proposal
I would like to propose a "shortcut" for trusted translators/proofreaders, if someone finds the time to contribute and others can't find the time to comment and fix the file we should allow quicker file submission path (given that the admin approves it) so that we can go faster and close the gap even for templates that only require a string or two (nowadays I'm avoiding these as it is too much work for a small amount of strings). The current path for translators with full permissions is time consuming and leads to potential mistakes (clicking the wrong option in the menu when I'm in a hurry).
Potential issues
Although it might lead to lower lowering the translation quality and lack of supervision it's tedious to go through all these steps each an every time I'm making a small fix and nobody has enough time to actually check it, so basically we are keeping the same level of quality validation.

Most other localization systems allow submitting files directly while keeping the possibility to add the missing strings as suggestions/proposals so that others can possibly check them in the future, we can do exactly the same for contributors with lower permission levels or trusted contributors.

- To shorten the submission cycle, nowadays we need to go through several steps to submit a file regardless of the actual size of change.
- Giving trusted proofreaders/admins a shorter submission path while simply submitting the file without all the currently mandatory steps.
- Simply select the file for submissions and choose what to do with the newly translated strings (automatically approve or add these all as suggestions).
List of tests
I think that only approved/trusted members should have explicit permissions from the group leaders, proofreaders and translators should be handpicked by the admin for this status and it shouldn't be given automatically. This way we can empower smaller teams while giving them more time to work on translation rather than clicking through several steps for each and every submitted file.
