Define policies to create topic (sub)groups
I tried to create a new group called "Natural Language Researchers", but was advised against that. Looks like there are unwritten tribal rules about group creation. These rules should be made clear, and properly documented.
And yet, I think it's valuable to have the possibility to somehow create groups, or subgroups, or subsubgroups around topics. In my case, I'd like to make it clear that there is a group of people in GNOME interested in Natural Language Processing (NLP) in such a way that is discoverable by newcomers. People shouldn't need to know my name to find out about NLP in GitLab.
I myself don't have a clear idea of what are the strict requirements for this request, nor how to implement them on GitLab. But I'd like to spark a discussion here.
