Add retro-gtk to the GNOME group

retro-gtk is a small library used mainly (and probably only) by GNOME Games to find and use Libretro cores. It doesn't has much of a public presence so migrating it now is probably a good idea, especially as it is currently parasiting the gnome-games product on Bugzilla.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
