Issue templates are useless (add ability to set default issue template)

On gitlab.com, it is possible to set a default issue template to force users to read some text before reporting issues.

On gitlab.gnome.org, this is not possible. I can define issue templates, but even with only a single template defined, the user must actively choose to select the template in order to see its contents. This means templates are just not very useful.

It would be nice to move this feature into Community Edition since I believe it would significantly reduce the number of low-quality bug reports I receive.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
