Opening by file path broken in 41.beta

This isn't working in 41.beta:

yelp /path/to/file.xml

It works in 40.3. It affects at least Anaconda, possibly other projects:

Possibly due to the migration to GUri? It's the only change in 41 that seems like it would affect this.
