Locale-dependent increased line height after upgrade 0.64

after upgrade 0.64.0, the terminal line height is too high!

DE: xfce4 4.16
terminal: xfce4-terminal 0.8.10
pango: 1.48.4
font: Monaco
vte: 0.62.3 -> 0.64.0

difference:

before: vte3 0.62.3

after: vte3 0.64.0
