Output decoding error of non-ASCII character on Win32
When the windows code page is not utf-8 (65001)
and there is non-ASCII char in output of vala, this will happen.
For example:
void main () {
var a = "啊啊啊啊啊啊啊啊啊啊啊啊啊啊啊啊啊啊啊";
}
