Support non-virtual signals with body (default handler)

Signals can have default handlers without being virtual and therefore not having a dedicated function pointer.

class Foo {
       public signal void bar () {
               ...
       }

       [HasEmitter]
       public signal void bar_with_emitter () {
               ...
       }
}

This will make use of g_signal_new_class_handler.
