tracker-miner-fs-3 massive CPU usage and system slowdown

- What you expected to happen
- Ubuntu indexes the files in the background at a very low priority.
- What happened instead
- Ubuntu grinds to a halt and the CPU usage is off the chart right after I boot up when search indexing is enabled. When checking the "System Monitor" it is always "tracker-miner-fs-3" consuming all of the resources.
I have been having problems with tracker-miner since 20.04 LTS and so I upgraded to 21.10 and I'm still having problems with search indexing bringing my system to its knees and making Ubuntu clunky and unusable.

The only fix I have found is to completely disable search indexing:
Settings > Search > Turn Off Search Indexing.
After doing this, my system is running perfectly again with low CPU usage!!
