build: feature options for external deps; minimum dep fixes

Add feature options for external deps, as distributions don't like automagic dependencies and meson 'feature' is just the thing we need, while not changing anything for others :) See also tracker!61

Also fix minimum deps to use >= as seemed to be intended.

Additionally added commits to remove unnecessary vala and util-linux dependencies from miners package
