ontop: Remove "Always on top" plugin

Bastien Nocera requested to merge wip/hadess/remove-ontop into master

"Always on top" does not work in Wayland, and is far less useful than it used to be with the old interface and the "hide all the UI" keyboard shortcuts.

Picture-in-picture would adequately replace this functionality, see: #99
