Port preference panel to HandyPreferences*

Port the preferences page to https://gnome.pages.gitlab.gnome.org/libhandy/doc/0.0.13/HdyPreferencesWindow.html and associated widgets.

This should also remove the direct dependency on libpeas-gtk, as that widget doesn't exist for GTK4, see: libpeas#41 (closed)
