Add tracker:fileAvailable for use in content specific graphs

In case of indexed removable drives, the availability wasn't available without also using tracker:FileSystem.

This is now kind of what tracker:available was before 3.x. Didn't reuse that since the ontology documentation warned quite much on adjusting rdfs:domains, but guess it could be even clearer if these two things are separate.
