shotwell does not correctly report out-of-space issues when preparing photos for publishing

The expected behaviour
When publishing a large number of photos, I expect the operation to succeed.
What was actually happening
The publish operation failed with an "unable to serialize" photo error on a single photo.
Steps to reproduce the issue
I am trying to use shotwell to publish a collection of photos (about 40,000) to google photos. After "select all" and then "publish", I came back a few minutes later to see that the publish operation had failed with a "unable to serialize photo" error.
I'm loathe to share the photo as part of this ticket because it's of one of my kids.
But there are several problems here:
(1) The error message presented in this situation is fairly generic. Is there a problem with the photo? What is the problem? It displays fine in all the image viewers I've tried. Is there something I can do to solve it?
(2) Stopping on the first error like this is a usability problem: are there other photos with the same problem? If I fix this one and attempt to publish again, is the operation going to fail again? How do I get a list of all the photos that shotwell is unable to process? Can I automatically place them in a new album and exclude them from the publish operation?
(3) How can I get the publish operation to proceed despite the error? I'd rather have shotwell publish everything it can, and then dump any failed photos into a new album so that I have a chance to address the errors after the rest of the library has been successfully published.
