Copied developed file is only auto-imported during runtime, not startup

To reproduce:

Turn on library monitoring.
-
Import RAW (or RAW+JPEG) files with Shotwell as the developer.
-
Double-click the RAW files to force Shotwell to produce development files alongside the original.

Copy one of the development files to the same directory. (In Nautilus, Edit -> Copy followed by Edit -> Paste works fine.)
Note that Shotwell will auto-import this new file as a plain JPEG.

Close Shotwell.

Make a copy of another development file as in Step 4.

Start Shotwell.
Note that Shotwell will not import this new file.
It seems to me that copied developments should be imported every time, so the bug is in the startup scan.
