Saved Search: dialog should disable OK button when search isn't complete

Original description:
When the saved search requirements have not been met, the OK button in the saved search dialog should be disabled.
The search name is required to have two properties:
- Name is not null/empty string
- Name is unique
Each type of criteria row is going to have its own requirements. For example, it doesn't make sense for a tag name to start with the empty string.
Only when all requirements are met should the OK button be active. Likewise, when #3511 (closed) is complete, the Close button shouldn't be active until the requirements are met.
