Original description:
Because of #2817 (closed) directory monitoring is effectively disabled for network shares that do not report a file ID for their files (SSH for sure, perhaps others). File ID solves many problems in directory monitoring. It's possible we can carve out partial functionality for network shares where file IDs are not completely required.

- related to shotwell - Feature #4572 (closed): Option to rescan library directory (Invalid)
- duplicated by shotwell - 7243: Shotwell hangs after some time of use (less than 2minutes) (Duplicate)
